I suggest you open a case with Zend support. This is the exact problem I just worked through. I know you later posted that it is resolved, but check the next time your system comes back from IPL or restricted state and see if it starts automatically.

I had to add a delay before the ZEND subsystem started, because they don't check for TCP/IP being fully active. (In my case, I needed less than 30 seconds but delayed 5 minutes). Then the PRNG job started but did not run quickly enough. I added a 10 minute delay then submitted a job to start the Apache job. You'll know this matches your problem if starting Apache from ZCMENU works after the auto-start did not.

We've got Zend Core installed on a version 5.4 machine but I'm unable to bring up the admin GUI console. A proxy error shows on the screen. I see the following error in the ZEND job:
Subsystem ZEND cannot start autostart job ZC_STR_ASJ.

I see the following errors in the apache2/logs/error_log:

[Fri Mar 13 10:50:14 2009] [error] Init: Failed to generate temporary 512 bit RSA private key Configuration Failed

This seems to point to an SSL problem. I was not involved but is this an option that needs to be changed/uninstalled?
