What stragegies work?

Simple... two of them... testing and measurement. I know it's cart
before horse time here, but that should have been picked up in web
stress testing. As for how to fix it, where's it broken? What level of
perf monitoring do you have, because the problem is seldom where you
think it is. Don't try "fixing" the problem until you know what the
problem is. Is apache the problem? Or is the DB overloaded? Too much IO?
Is it actually a problem w/the network card being overloaded? Or is it
actually a problem in the firewall?
