in the "Differences..." section. Says "not supported in 4.1 Strict"

Well, in HTML 4.1 there are 3 Document Type Definitions:

strict.dtd
loose.dtd
frameset.dtd

Although <iframe> is not defined in "strict.dtd", it is defined in "loose.dtd" and "frameset.dtd". My gut feel is that they will continue to be supported by the major browsers. But it does make me wonder why <iframe> was not included in "strict.dtd"?
