I wouldn't advise trying to do anything like that.
I think a better idea is to separate your data extraction logic from your subfile display logic. That way your data extraction logic can be used by php scripts, subfile display programs, and a ton of other types of programs and scripts.
Since SQL is so widely used, I'd look into using SQL stored procedures and UDTF's. If you want your data extraction logic to be done solely by RPG programs you can utilize Zendcore's i5 tool kit library to call the RPG programs. I'm assuming you're running Zendcore on the System i. The class i5_Program() makes calling rpg programs (or any system i *PGMS I presume) possible. There are other classes that allow you to use data queues, data areas, user spaces etc...

I want to preserve my logic in my RPG subfile programs, and use those to
load parms to a PHP program to present via an HTML page. I have been
mulling this over in my mind. I think the best way to do it is pass parms
of the lines of the subfile, along with information in the control section
of the subfile. You would also need to know what key you left off at when
reading in the RPG program. Also actions taken on the HTML page.

Has anyone out there written anything like that? Or thought of it? Or has
a better idea how to do it? Thanks.
