The trick is (especially for in-house apps) to only modernize those that
have the best bang for your buck. In our case its bringing to the intranet
some look-up screens and approval programs that management uses all of the
time, but only log into the green-screen for that specific purpose. We can
make it easier for them buy putting it on the intranet.

Too many variables, as Jon said. The biggest variable to me would be the
database design. A lot of legacy databases should be replaced - which leads
to a complete rewrite. Would we be able to use DFU-GUI (GUI Data File
Utility) for the online programs? Or would they need more features than
DFU-GUI?

A former business partner of mine blew through about $6 million in an
attempt to modernize a system about that size - and missed their objectives
- even with experienced developers. I think that happens a lot more than
most people are willing to admit.
