Yes, and in a plain servlet 2.5 container like a newish Tomcat, but you have to carry the implementation libraries with you in your WAR file.

Actually I am planning on skipping Tomcat and Jetty for deployments and switch to a small embeddable servlet container named Winstone. This is simply to get better control over where stuff goes, and when we are rid of JSP's we can manage with a JRE which makes this trivially simple to install and maintain.
