I gather by some of the documented programming interfaces, that PSF is Java based, in part - evidently the part that generates PDF documents from spool files.

My suspicion is that IBM wants to use XSLT to transform XML into the destination formats, and Java has XSLT as a part of the standard runtime.

The usual tricky part with reports (and document printing in general) is if you need to be able to refer to elsewhere in the document. This is typically page numbers of "see also XXX on page YYY" and "page XXX of YYY". Either you can do that by having everything in memory or by - like an assember - to do multiple rendering passes.
