Or you could use SSI's (Server Side Includes) which is a feature of Apache
and doesn't require any CGI related things (i.e. you don't need to write any
RPG programs and it works in static HTML pages).

For example, put this in your .html file:

<!--#include virtual="/header.html" -->

Then in your Apache config you need the "Options +Includes" directive as
follows:

<Directory /www/apacheinstancename/htdocs>
Order Allow,Deny
Allow From all
Options +Includes
</Directory>

In HTML: No. HTML is just about rendering text.

You need to use a higher level language ... such as PHP or JSP.

In PHP you would use '<?php include("filename.php"); ?>'.
In JSP you would use '<%@ include file="filename" %>'.
