Technically correct. But CGI programs run under the IBM i native virtual
machine, Servlets run under a web application server, which runs under a java
virtual machine, which runs under a native virtual machine, and PHP scripts run
under an interpretive runtime environment, which is essentially a virtual
machine too.

When we discuss scalability, aren't we really discussing the ability of the
virtual machines to handle increasing workloads? It seems that in that context,
efficient languages enable their virtual machines to handle increasing
workloads.
