Do you have a current support contract? If so, you should call IBM on this (at the time we ran into it, they had a specific group set up to handle it). They re-engineered the admin stuff at some point after V5R4 came out and none of the servers we upgraded to V5R4 after that worked without some help from IBM.

One thing you do need to do is make sure you have Java 5 installed (you also need to re-install the Java group and cume PTFs after you install this). We installed 5722JV1 option 8 (32 bit version) here. The 64 bit (Classic) version works as well but the 32 bit version uses less memory and performs better. If you don't have this installed, installing it may solve your problem but you may still have other issues to work through.

It's been a couple years since the last time we upgraded so I don't recall everything we had to do but once it was working, we haven't had any more problems with it.

I am getting a 500 error on http://hostname:2001/HTTPAdmin. Upon some
research, I can't find the "admin-ibm.conf" as mentioned in
http://forums.systeminetwork.com/isnetforums/showthread.php?t=99521. Could
that be the problem? We are on V5R4.
