Do you have the Java LPPs installed ? You may not need java for the
http server but you definitely need it for the admin server. I make a
habit of installing all the java lpp's on all the systems I deal with.

Have you tried starting the server with the -vv (Thats 2 v;s for very
verbose) option to get more information ?
