As Aaron says, I'd recommend doing an Apache redirect, albeit using RewriteRule rather than ScriptAlias so that you can take advantage of the Query String Append flag. Something like:

RewriteRule ^/path/([^/.]+)\.(js|css) /path/to/handler?$1=$2 [QSA]

Will add the name of the file at the end of the url parameters, and you can then use it in your program.

An alternative is to use a CGI engine to serve your files... something like:

AddType application/x-httpd-php .css

would work, but you'll have to explicitly set the CSS mimetype in the PHP.

I haven't done this before, but in theory you should be able to direct any
request for a static resource to a CGI script (i.e. RPG). Then in the RPG
you could dynamically compose the Javascript. Take a look at ScriptAlias
Apache directive.

Is it possible for the apache server to be configed so that code runs
before a .css or .js file is served to the browser?

For example, before a .js or .css file is served, run code that redirects
to another file. Or maybe you have some non standard code in a .js file
that is intended to make the javascript more functional and needs to be
translated to actual javascript at the time the .js file is served to the
browser.
