So frustrating to know _what_ is probably wrong but not _where_ and not a log file in sight …

Welcome to the WordPress plugin world... it is what it is. WP by itself it
is just a nice CMS.
Before going further with the plugins, I recommend you to research a lot.
For example, I was using one of the most downloaded and supported free
multilingual plugins qTranslate. No longer available for WP 4.x.x I cannot
upgrade one of my sites because I will lose this functionality.
I'm buyin the WPML plugin and migrating the French content from qTranslate.

However I don't know if under the AS 400 you are using MySQL. Most

Second issue is that I am setting up users by copying their details

myriad of people who want me to install their particular security plug
in.
