Not sure I follow. I would agree that not *every* web app *needs* to be mobile but the great majority are going to be viewed using a mobile device. Just about everyone uses a mobile device to access web information at one time or another and so I think just about every web app needs to be responsive and "minimalist" in it's connection needs. If you are developing web applications today, then making them responsive and aggressively stingy in using bandwidth is the customer-centric thing to do....
