Sounds like you're just writing a server side app. If RPG is your
strongsuit, why not CGIDEV2? That would be my choice.

Sometimes it's hard to think of a dymamic web page and dynamic data (JSON,
XML, etc.. etc...) differently when they really are the same. Just
returning "text".

Not sure if the windows team has a particular technology in mind, but
doing a File capture web service in .Net is relatively easy.

I'm sure you could do similar in RPG-CGI, PHP or any of the technologies.

What's your team skillset ?
