Yeah, in this case I think using something like CGIDEV2 would probably 
be the best way.

The IWS toolset that IBM provides doesn't allow "attachments" (file 
uploads/downloads) to my knowledge at this point, so coding this 
yourself with CGIDEV2 is probably the best way.
