Focus on the back end and use simple HTML on the front end which works on
mobile and desktops by default.
I recommend Bootstrap for Mobile First Web Sites and portals.
Can also be used nicely with ASP.Net WebForms or MVC as well as any of the
other web development platforms of choice.

Rails is not necessary for Zurb, though there is a Ruby Gem to make
installation in a Web project dirt simple.
Fwiw, I went the Zurb route and determined Bootstrap was a better choice
because it is so prolific. Alot of people did what I did because Bootstrap
was slow to get out one of their releases.
