I have 0.12.7 installed but haven't experienced that (yet). I also have a
boatload of perzl stuff in my PATH and LIBPATH so I don't consider my
environment very "stock" at this point.

The other oddity is that it seems unable to locate dependency packages
at run time, even though they are all there under the top level
node_modules folder.
