Are the server jobs running? Can you get to DCM using this url?

http://youribmiaddress:2001/QIBM/ICSS/Cert/Admin/qycucm1.ndm/main0

Replace youribmiaddress with the name or ip of your machine.

If so you may be able to check out any expired CAs or Certs.
