It sounds like CGI is the only answer that fits my goal of avoiding the 
vagaries of the dozen & more specialized solutions.
Already doing CGI on Apache?  No, this is an effort on my part to find 
why ISeries programmers are so reluctant to give their casual users 
web-based solutions where training, experience, and a tether to a 
workstation is not essential to getting & giving the data needed to do 
their job.
So far for me, plowing through each step has been tedious but when I 
look back afterwards it really wasn't all that hard.  Any willing RPG 
programmer can do it.  If s/he wants to.
Check back with me in a week or so though; I may have changed my mind 
after trying to figure out the cgi-piece of the puzzle.
