As we said earlier, a post containing a content type of anything other than text is going to be ignored by the Apache translation. If you can imagine a scenario where a client sent an image to the server (for example) what would be the point in it translating the image to ebcdic? Your client is sending content of type " application/x-www-form-urlencoded " so that remains in its original format.
