It is not an installation manager repository, but an eclipse update site.

1. Within RDi (not Installation Manager) navigate to Help -> Install New Software...
2. Then click the Add button and add the repository there.

RDi was built on top of Eclipse. You need to look for PHP development
tools (plug-ins) for Eclipse.

Try doing a google search for "php plug-in for rdi eclipse" (without
