After speaking to my colleague, it does look like it's been like from day
one, needing a password as you mentioned.

I wonder could it be that after the OS upgrade, the system usernames have
been reset not to have a password (eg QPGMR)?

It was originally at v7. 1 and our client has upgrade to v7. 3 which means
iws had to be redeployed, hence how I found the issue.

I already tried the suggested solution by adding the password to QPGMR
username which solves the issue.
However, I'm trying to understand whether this is something that OS 7.3
has
introduce in IWS?

I can't seem to be able to find any config / feature to enable /
disable.
It does seem to me the username you want to use to setup IWS will need
"Password is *NONE - *NO" and a valid password.

Do you know whether this is something that got introduced in OS 7.3?

When QPGMR password was set to *NONE, that app failed to start,
similar error that your receiving.
I had to give QPGMR a valid password.
App then started without issue.

QPGMR username has been used before when setting up the server, and it
was working very well on v7.1. Not sure why v7.3 started causing
grief?

Any advice please?
