serveruserid not working for Apache.

I need to view images from a remote PC server via QNTC via the web.
I added ServerUserid to my Apache configuration. I am testing this within our own network now. Our IT guy tells me port 8301 is open.
The behavior I have seen in previous configurations with ServerUserid is that the thread with the ServerUserid does not get fired up until you put a request through.
But when I do put a request through, the ServerUserid thread is not showing. It goes through one of the threads with QTMHHTTP as the user.
This of course gives CPDB053 error exchanging security information error because QTMHHTTP does not have access to the image server.

The path to QNTC exists.
I can sign on with the user and drill into the server via QNTC.

How it looks on WRKACTJOB. Have stopped and started it.
