None of the browsers support HTTP/2 over clear text (non-ssl). If you want to test non-ssl server, you have to use some tools such as curl, nghttp, chrome won't work.

Use directive:  Protocols h2c http/1.1

h2c means HTTP/2 over clear text(non-ssl). h2 means HTTP/2 over tls.
