For development/testing and live, I use different HTTP server instaces on
different ports for each.  The configs are identical except for:

1.  The port... live is 80 or 443, and development/test is 8080 or 8443.
2.  The scriptalias points to the appropriate CGI library
3.  The Directory containers that allow access to the CGI libs

Then all we do is reference a different port for testing vs live.  It
really makes things simpler and easier instead of trying to hack through an
Apache config.

I tend not to try and rely and library lists unless it's for data files
(ie, manipulating the library list at run time to access different files in
different libraries).
