The HTTP *ADMIN server is heavy on Java so it will take a while for it to
settle down, especially if your system is older.

Make sure you're using F10 to refresh WRKACTJOB, and not F5. I believe F5
is an average.

Among other questions, I am wondering why: WRKACTJOB is sorted by
Shift-F4 on CPU %; 23.3% minus 8.8% is a missing 14.5%. Is that
somehow relevant to the issue?
