Make it an array of objects then.

"state":["aState":{},"bState":{}....]

Looks like gender could be the same

"gender":["male":{}," female":{},...]

That eliminates a few names with the values being objects containing other values....not familiar with the source so I don't know how practical the approach would be.

Or, maybe I am still missing something....

The issue is the incredible redundancy required if we don't nest, but instead render a flat file as a flat json file.  I do not want to repeat "state: "whatever" on every single row; once for each state is enough.
