IBM basically just points to copies of the apache documentation. https://www.ibm.com/support/knowledgecenter/en/SSEQTJ_9.0.5/com.ibm.websphere.ihs.doc/ihs/rihs_apachemods.html is a good place to start. Mod_expires is included, and you should be able to use any of the directives that supports.
