Don, not exclusively synonymous, no.

A web hook is really nothing more than if you set up a web application on
your end and someone calls it. :)

So if you know how to set up a CGI/Web application on your IBM i so the
world can see it, a web hook is really nothing different.

CGI, RESTful app, web app, etc.. etc... a web server application.

Our requirement is to be notified when a new entity is added to a
database, (not on the IBMi) the web hook will notify us the ID of the new
entity and we will then retrieve more information about that entity
through existing back end processes.

IWS should do the job since the webhook is just making an HTTP/S request.

It all depends on what you're comfortable with and what the webhook will
be
doing in the background when received. IWS, Node, Apache/CGI will all
work
fine as long as you know how to configure the server (and most likely SSL
for it) and map requests through your firewall to the IBM i.
