Without knowing for sure, I'll say that these prestart jobs are used "as needed", typically.

Now I'm not sure what you mean by "in paraller" - I suspect that even "in paraller" that they are not happening at exactly the same moment.

If your web service tasks are very short, by the time the 21st is ready to process, the 1st is done, and its prestart job is available - there is no need to use the 21st job.

I will step out on a very small limb here - it might be safe to say that almost nothing is truly simultaneous on the system.
