What VvRrMm of the OS is this on?
The only thing I can think of is, as the very first thing that CGI program
does, call QCMDEXC to issue:
CHGJOB LOG(4 00 *SECLVL) LOGCLPGM(*YES)
and perhaps that might help to force a job log to get created?

It is happening on a program that's worked great forever. I can't find any
details in the logs or in the job log. I can recompile the program and it
seems to work once, then quits working again.
The return code is a 400 from the server.
The error log seems to spit this out:
ZSRV_MSG0818: Error reading request entity data, referer: xxxxxxx
The access log just reports a 400 on the request.
I can see the HTTP job ending but no job log is created.
