The Permissions support does not apply from the command line.  Its to
allow in your case, an Operator the permission to start and stop the
servers from the Web Management interface.

Subject: [EXTERNAL] [WEB400] Starting Websphere with a non *ALLOBJ
profile
Date: Fri, May 21, 2021 1:53 PM

I have a program that I use to start my Websphere 8.5 server.  I'm
trying to run it with a profile (QSYSOPR) that does not have *ALLOBJ
authority.  I went into the HTTP admin console and granted "operator"
privileges for this profile to the HTTP server as well as the Websphere
server.  When I run my program under the QSYSOPR profile, the HTTP
server starts, but the Websphere server does not.  The command I am
running in the CL program is QSH
CMD(/QIBM/PRODDATA/WEBSPHERE/APPSERVER/V85/EXPRESS/BIN/startServer
-profileName MyAppServer -nowait).  There is a spool file generated with
this message "CWNATV08E: No configuration defined for server:
MyAppServer."  I tried googling that error without any luck.  Any ideas
why this isn't working?

We are on 7.3, but I know we are behind on PTF's on that machine.
