What behavior seems like a bug to you?. You indicate that StartCGI 1 causes
a PGM-QZSRCGI job to start when the HTTP server starts, which is consistent
with the StartCGI documentation.

StartCGI doesn't control the maximum number of CGI server jobs, which might
launch and run in the pool under load. It only controls the number of
server jobs that are started automatically, when the HTTP server is started.

It sounds like you were expecting better performance for your CGI program
if the CGI server job was pre-started. But having prestarted CGI server
jobs only shaves a few milliseconds off the initial call to your program.
It sounds like you might want to look at what your program is doing upon
initial activation, if you're looking to improve performance.
