Yep, that was it. In addition to the IBM service program, I found that my own service program was bound incorrectly. All fixed now. Thanks to those who made suggestions.

But, the application is referring to the QZHBCGI service program in a different library. If I remove the service program from the other library, it then fails saying that it can't find the service program. The other library is nowhere in the server instance library list either.
