PO Receipts

     We have encountered a situation that when we receive against PO's and 
     enter a lesser quantity than was originally ordered, the system 
     changes the actual quantity to be what was received.  This is 
     erroneous, as it is just a first receipt and a second is expected.  
     Because it considers the line to be received completely now, no 
     further receipts are allowed.  Perhaps it is something simple we are 
     missing, but if anyone can help, it would be greatly appreciated.
