We use it a lot.

We are in version 6.02.

If quantity received is less than qty. ordered but
within the tolerance set in the parameters, the qty.
ordered will automatically change to the qty. received
and the PO line will be closed.

If quantity received is less than qty. ordered and not
within the tolerance set in the parameters, the qty.
ordered will not change and the PO line stays open.

To close it manually you can change the status to "2".
 You don't need to make 2 receipts, you can do it the
first time around if you know you are not going to
receive any more.  The qty. ordered will change to the
qty. received and the PO line will be closed.

Warning!!!! Obviously, if you are running Vendor
performance reports you might want to run those
reports BEFORE closing the line with a "2" in order to
avoid having a "hit" when in reality it was a "miss".
