Ok, I have a directory like the following:
                             Work with Authority

Object . . . . . . . . . . . . :   /XTEST
Owner  . . . . . . . . . . . . :   ROB
Primary group  . . . . . . . . :   *NONE
Authorization list . . . . . . :   *NONE


Type options, press Enter.
  1=Add user   2=Change user authority   4=Remove user

                   Data     --Object Authorities--
Opt  User        Authority  Exist  Mgt  Alter  Ref

     *PUBLIC     *EXCLUDE
     ROB         *RWX         X     X     X     X
     QNOTES      *RW


Then from my PC I ftp a file with my ROB user profile.  The authority on
the new file is as follows:

                             Work with Authority

Object . . . . . . . . . . . . :   /XTEST/testme.txt
Owner  . . . . . . . . . . . . :   ROB
Primary group  . . . . . . . . :   *NONE
Authorization list . . . . . . :   *NONE


Type options, press Enter.
  1=Add user   2=Change user authority   4=Remove user

                   Data     --Object Authorities--

Basically the members of a directory adopt the authority of that directory.
