Richard,

>From the Administrator client click the Configuration tab then on the left
click on Server, Current Server, then click the Security tab. There is a
section Server Access Who can - . In that section are two entries Create
new databases and Create replica databases. Enter the specific user names
or group names of who can create databases. If you leave these entries
blank I believe any one can create databases and replicas on the server.

user from creating databases on the server?
