Open the Name and Address Book , commonly called the NAB.
Expand Server
Under Server, select Server.
Select the server you want to fix.
Select the security tab
Under the Create New Databases have LocalDomainServers, and a group of
which your administrator(s) are a member.  Better to use a group than
individuals.

user from creating databases on the server?
