COMPACT runs immediately.  I don't know why the interactive isn't working. 
 Have them exit their mail file.  Do a DBCACHE FLUSH.  Try running COMPACT 
after that.  There is an "approved" method for running COMPACT, FIXUP, and 
UPDALL when the server is down.  Probably need a faq for that.

More specifically, does it run immediately, or does it queue the request
and run at another time (like as a part of AdminP)?  I have people telling
me that they're trying to compact their mail files and that it's not
working.
