I wouldn't try running the install and configure option. I right clicked on my Domino server plug in and it shows as 6.5.1. What version of iSeries Navigator do you have? It looks like the plug in is 'half there' on you machine. Or is there anyone out there not running Domino that has the right click to configure a Domino server but doesn't have a the Domino option? (Probably a real bad list to ask that question, huh?)
