I ended up opening a call with IBM on this.  After a couple of weeks of
back-and-forth with the IBMer who picked up the call, I was on the phone
with him and he was doing whatever it is they do and I entered the command
over and over just for something to do.  It finally worked on the 11th time.
Go figure . . .
