I noticed that in 3 of our partitions the ServerTasks line in the 
notes.ini had a fixup smconf in there prior to the tmmscan and the 
repscan. Like:
ServerTasks=COLSRV400,fixup 
smconf,Tmmscan,Repscan,Update,AMgr,AdminP,CalConn,Replica,Router,Sched,Stats

These three were the only partitions giving me grief about trend licensing 
issues.  And I think the licensing issues started about startup time.  I 
took out the fixup smconf and will let you know if that resolves it.

Trend often puts the tmmscan and Repscan at the end of the line.  I like 
to have them running BEFORE the router or Replica.  (You know, tmmscan 
checks out router and repscan checks out replica.  Makes sense right?) The 
times that I've seen fixup smconf in the previously they had it near the 
very beginning.  Maybe their hope was that the fixup would end prior to 
the loading of tmmscan and repscan, which were at the end.  I think I did 
see a trend technote that suggested moving repscan and tmmscan prior to 
router and replica.  Heck, the last few trend upgrades, I've seen them put 
multiple tmmscans and repscans at the end.  I drop it down to one each.
