I am hoping it's not a server document setup because I can successfully 
replicate the test discussion database.

Patrick,

So you think that OtherDomainServers also needs Manager access with all 
items checked?  I was rather hoping that simply having "Replicate or Copy 
Documents" checked would be sufficient.  After all, what is the point of 
that?
