Suppose you're a glutton for messing with system files and risking 
catastrophic failure (for minimal benefits) do you think that if I used 
EDTF to change the order of the entries in 
'/QIBM/UserData/LOTUS/LOTUS_SERVERS' that this would affect the order of 
the servers in WRKDOMSVR?  Simply changing the partition number doesn't 
cut it.
