Oh, I agree with your concept of locking down, or trapping email as it is 
sent and received.  And the boss is aware of such tools.  Just not the 
road he wishes to pursue at this time.  Perhaps he doesn't want all the 
"clutter" but suspects that anything that is kept for x days ought to be 
kept for all perpetuity.
