Hotfixes and FixPacks ONLY affect the  optional part for the version of 
Domino to be applied against, BASE is NOT affected by fixpack or hotfix 
install.

Makes sense, until you realize that to apply a 7.0.2 fixpack you apply it 
against 5733LD7, which should also affect 7.0.3.  Then again, maybe the 
ptf doesn't affect *BASE and only touches an option, like option 13 for 
7.0.3 or 12 for 7.0.2?
