DAOS compact works fine with server offline.

Probably the timing issue - if you enabled xlogging and daos at the same
time, then the server would first create xlogs at next restart and DAOS may
not fire up properly. I usually create xlogs, restart, then enable DAOS and
restart.

Wasn't ever enabled.

4 - DAOS tab
DAOS Settings
Store file attachments in DAOS: Enabled
Minimum size of object before Domino will store in DAOS: 64000
DAOS base path: DAOS
Defer object deletion for: 30 days
notes ini: Create_R85_Databases=1
show server
DAOS: Enabled

With the server down, I ran:
RUNDOMCMD SERVER(…server…)
CMD(CALL PGM(COMPACT) PARM('-C –daos on -ZU -n -v'))
BATCH(*YES) ALWMLTTHD(*YES)
Ran for long time.
WRKLNK '/NOTES03/NOTES/DATA/DAOS/*'
... nothing ...
Does leaving nothing between '-daos on' and '-ZU' imply all? Or is there
some other way to say all?
Because I reran this with the server up with
load compact -c -daos on mail/cedwards.nsf
