If the majority of users never need to be able to email to the group, the
other option is to edit the security settings on the group document and
limit its use to only those who need to be able to use it.

There are at least two reasons to use bcc:
1 - Privacy.
2 - To prevent reply to all.

I do not like using it for option 2. The reason is that the message then
gets forwarded on to everyone because no one know who else has received
it.
